Before becoming the Assistant Regional Director of Technical Operations Service of Department of Science and Technology Region 2 this year, she was a renowned educator who rose from the rank.
She began her career as a teacher of Schools Division Office-Isabela, igniting a passion for learning in countless students.
Through hard work and commitment, she became a Head Teacher then a School Head, where she created an environment that fostered innovation and collaboration among staff and students alike.
She was again promoted as Education Program Supervisor which became her way to guide schools toward excellence, championing best practices, and advocating for the needs of both educators and learners.
Through her consistent demonstration of exceptional skills and commitment as a supervisor, she was appointed as Chief Education Supervisor in the Quality Assurance Division of DepEd Region 2. As a testament to her hard work, leadership, she received numerous awards and recognition as a teacher, principal, program implementer, coach and researcher.
Her latest award was as the Most Outstanding Supervisor in Schools Division Office of Isabela.
Among her key initiatives are:
1. Development of the Harmonized Senior High School Curriculum in SDO Isabela which was adopted by DepEd Region II in 2016.
This solved the problem on learner-migration issues causing delayed graduation due to the difference in curricular offering. It harmonized SHS curriculum in the whole region and until the date.
2. Pioneered the 1st School-based Radio Station in 2020 during the pandemic which provided the platform for learning continuity for all the schools in the province of Isabela because of its wide reach.
This project amounted to 3 million and was generated through partnership with the LGU, business sectors, alumni, NGOs and other external stakeholders.
This did not only provide solution for learning continuity in Doña Aurora National High School but in the whole province including other nearby SDOs.
She believes that as the principal then of the school offering all special curricular programs, and whose students come from different municipalities of the province, learning must continue through the radio.
3. Launched the NEB.STAR@QAD Project in May 2021 a streamlined regulatory and developmental services in the region during her 1st two months as Chief of the Quality Assurance Division (QAD).
This project paved to less paper submission, processing approval and releasing of documents specially during the pandemic.
This also ensured that all private schools in the region operate with permit prior to the opening of classes.
Furthermore, this project ensures that all private schools applying for additional track/strand/specialization in SHS, additional grade level, and special curricular program are ready and sustainable.
Thus, with the passion to share the good practices in the Department, she decided to continue her services this time at the Department of Science and Technology Region II.

Dr. Felina Panas – Espique is the current Vice President for Academic Affairs of
Saint Louis University, Baguio City, Philippines. She was appointed by the Office of the President of the Philippines in January 2022 as the Technical Education Council (TEC) Representative for Luzon of the Department of Education (DepEd) and is currently a member of the Technical Panel for Teacher Education of the
Commission on Higher Education (CHED) in February 2023.
She serves as a PAASCU accreditor, assessor for the CHED Institutional Sustainability Assessment (ISA), CPD Monitor of the Professional Regulation Commission (PRC), Internal Auditor for the International Organization for Standardization (ISO), and a member of the National Review Committee on CHED-Funded Internationalization Programs (iNRC).
She too served as the President of the Philippine Association for Teachers and Educators (PAFTE) and is now the immediate adviser.
She is one of the Board of Directors of the Philippine Association for Pre-service Teachers (PAPSET).
She was recipient of the prestigious 2023 Outstanding Professional of the Year Award (OPYA) of the Professional Regulation Commission, Republic of the Philippines.

BIONOTE
Atty. Augustin P. Laban III, CPA, MDM, has an extensive career in both the public and private sectors.
He currently serves as the Department Head II at the City Human Resource Management Office in Baguio City since April 2017.
Previously, he held various roles in the Department of Education, Division of Baguio City, including Attorney III and Administrative Officer V, where he also acted as the OIC for Schools Division Superintendent and Assistant Schools Division Superintendent.
In the private sector, he has been a part-time professor at the University of the Cordilleras since 2013 and at STI from 2012 to 2014.
He holds a Master in Development Management from the Development Academy of the Philippines, a Bachelor of Laws from the University of the Cordilleras, and a Bachelor of Science in Accountancy from Saint Louis University.
His notable achievements include leading the certification of the City Government of Baguio under the Performance Governance System and the City Human Resource Management Office under CSC’s PRIME-HRM.
He has also been recognized as an Outstanding Citizen of Baguio in 2016.

Dr. Ruben Velarde Jr. is a multi-awarded learning activist, known for his advocacy on learninginnovations.
He won the 21st Century Learning Award in the 2020 BETT Asia Awards, besting other edtech innovators across the Asia-Pacific region.
He was recognized for Aralinks Coding Education or ACE program, a coding program aimed at developing 21st-century skills through creative coding experiences across the curriculum.
In the same year, he became the first Filipino to pass the ISTE Certification, the only vendor-neutral globally recognized credential for educators given by the International Society for Technology in Education (ISTE), based in the United States of America.
In 2020 and 2023, he presented in the annual ISTE Conference in the US, touted as the biggest edtech conference attended by learning innovators, school leaders, and educators worldwide.
The other learning innovations that he pioneered include the Giftedness Instruction for Talent or GIFT Development Program, touted as the country’s most comprehensive talent development program in Basic Education.
It won the 2013 Excellence in Educational Transformation Award from the Bayan Academy of ABS-CBN Bayan Foundation.
A decade before schools worldwide were forced to employ distance learning due to the COVID-19 pandemic, he developed Paulinian Alternative Learning or PAL program at St. Paul College-Pasig, the first blended learning program in Basic Education in the Philippines.
Since 2014, he has served as an edtech consultant and trainer of more than a thousand private schools nationwide through Aralinks, a holistic technology integration program designed for the Philippine K-12 context.
Besides serving as a consultant in various areas of instruction and curriculum, he has also conducted local and international training or professional development programs for school leaders and teachers.
His areas of expertise include school leadership, educational technology, assessments, interventions, and student activity programs.

Ms. Belen Yag-ao received numerous awards and recognitions, including the Metrobank National Award for Outstanding Teacher in March 2017, and multiple accolades from SDO-Kalinga such as Outstanding School Head and Best Employee in December 2021, Best ROSE Implementer in December 2021, Outstanding Master Teacher (Green Environmentalist) in October 2018, and Best YES-O Implementer in December 2017.
They hold a BEED from Benguet State University, an MAAS from Baguio Central University, and a PhD from Kalinga State University.
Currently, they serve as an Education Program Supervisor at SDO-Kalinga since January 2022.
